Complete OpenJSF onboard

We are now part of the OpenJS Foundation!
(A press release is pending.)

As noted in #73, there is a project progression check list.

This doesn't mean we aren't yet an OpenJSF project. We are, as an incubator project. The expectation is that we aim to progress the onboarding checklist.

Originally this issue was an "aim to complete 5 within a timeframe". That has now been removed, and this will be the tracking issue for onboarding tasks.
