Rename CHANGELOG into NEWS

@mdadams notified us that he would prefer to rename this to NEWS.

The reason is that the `build/make_dist` script already creates a
changelog file.
This file will basically list all git commits.
He prefers having this in the tarball as well.

NEWS - will list changes relevant for users of JasPer
ChangeLog - will list all git commits
