Is there a way to shuffle a local file and a youtube playlist properly?

I have a local playlist that contains a youtube playlist and a local file, the # shuffle is at the beginning but when the bot starts playing the local file either goes first or last on the queue, and i wonder if it's possible for the local file to go somewhere in between songs.
