Tracing docs is a bit confusing - Jaegar/OpenTelemetry #15318

Hey folks,
It seems that the docs for Jaegar tracing aren't clear to users.

I know the recommended approach is to use OpenTelemetry, but as of now the page still exists.

From Slack it seems that users get confused on this part.

doesn't explicitly mention where the config should be changed. In the case of K8S it could either be the ConfigMap or the IstioOperator yaml (which is what I was initially configuring with no success).

I'll be creating a PR for this.
