fix build.rs watch files

What does this PR do?

Minor fix to build.rs watch file so it won't trigger rebuild every time (without even touching proto files).
Old CARGO_LOG=info message: cargo::core::compiler::fingerprint: stale: missing "<redacted>/text-generation-inference/router/client/../../proto/**"
Tested with `touching
