adds /ordinals/v1/stats/inscriptions route
logic:
- recalculates ingested block_height relative to >= event changed block_height

todo

Should I add a cache to this? There was something called chaintipcache a while back
Rewrite to not care about block order, which could also auto-fill gaps (for stats) but recalculates all following block stats
Add range filters (from-to)
~~Add pagination (default / max params?)~~
Add better tests
Many refactor commits, the PR is intended to be squashed in the end
