1. Updated all actions …

   Merged both build-main and build-manual files into one new build.yml file.
   Moved ci.yml to tests.yml and updated all docker-compose calls to docker compose.
   Removed deploy-production.yml file since this will be managed by a shared deploy action that updates the ArgoCD repo for the app.
   
   Updated Dockerfile.prod to Dockerfile since that's what's in the top level direcotry
   
   Updated incorrect input reference var name.
   
   Updated Dockerfile
   Due to changes in the image, netcat needs to change to netcat-traditional for the build to work
