Improve and modernize sorc/hafs_tools.fd/sorc/hafs_nhc_products/create_stats_short.f90 through:

• Use file names instead of fort units for input and output
• Allow supporting/handling both NHC and JTWC basin storms directly
• Add related documentation blocks
