[operator] Installation of operator in different namespace for OpenShift

Describe the bug

1. openshift-logging is not designed as global operator namespace. To deploy loki-operator as global operator, we must use openshift-operators or openshift-operators-redhat namespace.
2. After shifting the operator under grafana/loki, there are some reference to loki.openshift.io which needs to updated.

Expected behavior
The operator installs in openshift-operators-redhat namespace and the lokistack in openshift-logging namespace.
