We accidentially configured the wrong API (
google/cloud/build) when we migratedBuildto owlbot. The expected API isgoogle/devtools/cloudbuild(who could make such an obvious mistake?)This will fix #5639, and will get us the first owlbot update for the
google/cloud-buildpackage.
