applepolicy.go needs to be updated for the changes announced within
https://groups.google.com/a/chromium.org/g/ct-policy/c/22R_wrH9WzE/m/lPJIaJSTBwAJ

In particular, lifetime was given a strict definition and the number of SCTs required for certs with (180, 398] day lifetimes changed.
