Question about commercial usage of LiT model checkpoints

The LiT's model card, in the limitations section, states that:

'Any deployment of this model, both for commercial applications and non-commercial applications, is currently out of scope.'

Does it refer to the Google's plans for the model or is it a general statement that user's shouldn't deploy the model in those settings?
More broadly, is there a licensing policy for the LiT model checkpoints?
