Add .github/workflows/*.yml files for GitHub Actions

.github/workflows/codeql.yml
- Config file for CodeQL GitHub Action (security scan)

.github/workflows/pylint.yml
- Config file for Pylint GitHub action (code linter)

.github/workflows/stale.yml
- Config file for Stale Github action (marks issues/PRs as stale)

NOTE: These will not be active until we merge into main.
