User Authentication - Administration

Administrators should to be able to manually verify a user’s uploaded id. They should also be able to enable an account reset should a user ask for it.

As an administrator, I want to verify a user’s profile based on their .edu email and manually uploaded student id
As an administrator, I want to enable the option to reset account through email verification
