Image block > Aspect Ratio & Height - Tablet & Mobile responsive setting not working

Describe the bug

• When I change tablet/mobile setting for the ff. below, it applies even to desktop:
  • Aspect Ratio
  • Height
• Even the orange indicator is not working
• Applies to blocks such as:
  • Image block
  • Card block (any layout)
  • Posts block (any layout)

Notes/Investigation:

• Issue started to happen after the additional fixes was added in this pr

To Reproduce
Steps to reproduce the behavior:

1. Add a new page
2. Add any block mentioned above
3. Change aspect ratio setting in tablet/mobile
4. See that it also applies to desktop/all responsive views

Expected behavior

• Aspect Radio responsive setting should work properly
