Flesh out data transfer features

Goals

Generally improve data transfer UI

Implementation

• include a cleaned up version of Miner Data Transfer Restart Cmd #4387
• add an option to filter failed data transfers from the list
• add cancel commands for data transfers for client and miner
  • the cancel commands are somewhat broken in some cases till Don't error on close data transfer if transport channel is not open go-data-transfer#107 is merged
