Write a tech spec for all the engineering tasks in Project Golden Retriever (https://www.notion.so/pl-strflt/Golden-Retriever-Incentivizing-Retrievals-MVP-Project-Plan-d27db471cffe4b7589a825f93830a28a), which should include:

Automate random dataset retrieval tasks per SP
Automate running the program weekly
Retrieval sampling rate
Program report generation and winner selection
