It should be possible to create a component that takes imports of a spin.toml and all of the Spin platform world imports and exports the Spin platform world where the restrictions placed on the app by the spin.toml are encoded. This can be then be composed with another component that only implements a virtualized Spin environment that is not limited by any configuration.
