You can do this by closing the 8048 port to external access.

I'm not an expert, but in my servers I disabled federation with two changes in homeserver.yaml:

1. I set "federation_domain_whitelist" to blank: federation_domain_whitelist: [ ]
2. I removed federation value from the listener -> names parameter.
