Kibana version: current master

Elasticsearch version: 7.10

Describe the bug:

When replicas has been set in ILM, disabling it does not remove the value.

Steps to reproduce:

  1. Create or edit an ILM policy (in Kibana management)
  2. Enable warm phase and add a replicas value
  3. Save the policy
  4. Edit the policy that was just created/editted
  5. Disable the replicas field in warm
  6. The value that was set previously is restored

Expected behavior:

The value for replicas should be removed when the field is disabled

Any additional context:

This has not been released, the work that introduced this bug (#83077) is targeted for 7.11
