[Lens] Share a pre-filled link to Lens, ideally without saving

Users want to be able to copy+paste a URL to share a specific Lens visualization with their teammates as quickly as possible. Saving to the visualize library would add friction. There are some possible options which both have technical and UX tradeoffs, and we need to decide which one to implement:

Option	UX downsides	Technical downsides
Sync the state to the URL all the time	-	URL syncing is complex, especially with nested JSON. We do want to support undo/redo in the future, and URLs might be a way to do this.
Implement a "short URL" sharing system	Only users with permissions can create these. Not instant.
Require saving	Does not match user expectations	-
