[14366] Fix ABI compatibility on LoanableSequence

Description

We merged #2475 without realizing that the changes were not ABI compatible, as a parameter was added to the template.

This PR fixes this by creating LoanableTypedConstCollection and LoanableConstSequence, and reverting the changes in LoanableTypedCollection and LoanableSequence.
