Error when trying to add an example without restarting the IDE

I installed LivePlugin and it seemed like it would work without a restart, but the tool window was empty (which I thought was normal at the time), and when I tried to add the Kotlin ide-actions example, I got this error:

After restarting the IDE the ide-actions example and the default plugins appeared in the tool window, and I was able to edit it without any errors.
