Project Actions menu can show up in a wrong place

Actions before raising this issue

• I searched the existing issues and did not find anything similar.
• I read/searched the docs

Steps to Reproduce

1. Open the project page (no tasks inside)
2. Open the Network tab in the Chrome dev tools (the visible page area should shrink). The requests were slow in my case
3. Hover the cursor on the Actions menu. It shows in a wrong position, has wrong color and another menu with gray / white colors is shown in the correct position. It's blinking.
