Generating Prometheus stats also in DetectionOnly mode

Hi,

I am looking into replacing the old envoy modsecurity filter with the coraza proxy wasm plugin. In order to be able to better evaluate the configured rules, would it be possible to add stats generation in detection only mode as well? As far as I have seen, stats are only triggered in the actual interruption case, but not in a detection case.

I think this is very important, however this would require to plug a stats collector in coraza itself and not in coraza-proxy-wasm. I will transfer this issue to coraza repo itself.
