Use plone.app.layout Override for Navigation-Template

Story

As as user,
I want to be able to use the navigation on mobile,
without having to open two menus,
so that I can utilize the sidebar more efficiently.

Acceptance Criteria

• It's done when the default mobile dropdown has been removed
• It's done when there's a template override for the plone.app.layout sections.pt
• It's done when the burger menu is hard-coded into the template
• It's done when the JavaScript implementation has been removed
• It's done when the navigation bar is accessible when scrolling

Additional Notes

We already had this previously but it was removed, this poses some serious usability issues and should be re-implemented with a template override again.
