What happened
System default sshkey resource can be removed by rollback from another mcis provisioning

How to reproduce it (as minimally and precisely as possible)

  • create mcis with dynamic api
  • create another one supposed to be failed (rollback should be invoked)

Anything else we need to know?

  • rollback should not touch unrelated resources
  • sshkey should not be removed if any VM is using it (but, CSP does not hold removing)

Environment

  • Source version or branch: latest main
