What happened
System default sshkey resource can be removed by rollback from another mcis provisioning

How to reproduce it (as minimally and precisely as possible)

create mcis with dynamic api
create another one supposed to be failed (rollback should be invoked)

Anything else we need to know?

rollback should not touch unrelated resources
sshkey should not be removed if any VM is using it (but, CSP does not hold removing)

Source version or branch: latest main
