rancher plugin version compatibility

@bsctl @prometherion Following https://rancher.github.io/dashboard/extensions/advanced/version-compatibility,

catalog.cattle.io/kube-version will prevent a given extension version from being loaded onto the UI.

Following https://kamaji.clastix.io/reference/versioning/,

The version compatibility of Admin Cluster for Kamaji is v1.22+.

So, catalog.cattle.io/kube-version should be >= 1.22.0-0

I think it had better be modified automatically by the git action’s flow or something.
