inlinequery 是不知道用户当前所在的群组的。现在的想法是

在用户详情的 webapp 里点我要 @ ta，然后在线编辑要发送的消息
回复一条消息，/at 可以以 @ 发送者
不回复消息的时候使用 /at，bot 发送一条启动 WebUI 的消息引导用户选择要 @ 的人发送消息
