In order to migrate to new repo the old PR existing in WorkingGroups Repo.

This PR overseeds: camaraproject/WorkingGroups#393

Fixes #23

This API proposal facilitates real-time updates and access to pricing/rates for voice and SMS services among carrier partners, aiming to replace the current inefficient and insecure method of exchanging rate changes via email. It allows for direct, automated updates to internal billing systems, enhancing security and operational efficiency.
