IPA output for the festival backend #1

Actually festival uses its own phone set, it would be conveniant to have it's output directly in IPA (as for the espeak backend).

This implies to convert the phones at http://www.festvox.org/bsv/c4711.html to IPA.

Hi! I've created the following project based on yours, but with limited options. It only covers Python 3.9 and above.

By the way, it's not a copy. Actually my implementation is different from Phonemizer, but I used yours as a guide because of the lessons learned. I am really thankful and I mentioned your project on the project's README.

Recently I added I feature that you can get IPA output from festival. It seems buggy, but at least it can give some idea for those that you'd like to help accomplish this talk. More details can be found on InternationalPhoneticAlphabet class.

Hi, and thanks for your initiative! Indeed as you wrote here an interested language specialist can now help easily! I'll maybe port you IPA converter to the phonemizer in the future.
