Investigate how to deal with BitcoinJ in the future

Initially the role bitcoinj maintainer had a 'Help Wanted' tag which led me to do a deep dive in figuring out how best to move forward with bitcoinj. However a better longterm strategy over maintaining bitcoinj would be to put effort into removing the importance of the bitcoinj dependency by implementing bisq-network/proposals#32. This realisation was a result of discussions with other devs. I documented by commenting on bisq-network/roles#8 and asked @m52go to remove the 'Help Wanted' tag so as not to draw attention by other (new) devs.
