Create shareable links for plots

It would be nice to have shortened and more descriptive URLs generated for these saved plots to make them less cumbersome to share.

Maybe borrow the URL semantics from stack overflow and have a: /perf/:project-id/:perf-uuid/:perf-plot-slug

Where :perf-plot-slug is optional.

A default implementation of this could also be useful for all starred plots. If a URL is too long, it can get truncated by some browsers, so having a more reliable, short URL like this would be great.
