Take the work completed in #1270 and aim to use it as the base for a repeatable build in Jenkins. Upload the resulting OTP graph to a central location in S3. Also, sort out a way to version the graph objects such that we can keep previous versions, but can also reference known working versions from OTP AMI builds.
