[FEATURE] Implement Delete for SOCI content store

Description

Now that https://github.com/oras-project/oras-go/releases/tag/v2.4.0 has been released, support for store.Delete can be added for the SOCI content store. This would help with the orphaned zTOCs issue observed by other issue(s).
