Why this should be merged

Removes static precompile types in PrecompileUpgrade struct to reduce manual code addition for new precompiles. Also flattens the PrecompileUpgrade struct as it is treated in the codebase.

This PR also covers some other cleanups/refactors:

Removes big stateful_precompile_test.go and splits them into related-precompile files under core/contractstatefultest test package
Uses Precompile Config Keys to fetch/determine if a precompile config is activated, rather than the contract address.
Bunch of renaming
Removes unneccessary String from precompile interface

How this works

Introduces a precompile module interface and manager that can register module types that can contain address and a config key.

Introduces custom unmarshaler/marshaler to ChainConfig and PrecompileUpgrade to deal with json maps from keys to precompile configs.

How this was tested

Added new unit tests for ChainConfig/PrecompileUpgrade unmarshaler/marshalers. Existing unit tests should cover other changes.

 3- It is recommended to only modify code in the highlighted areas marked with "CUSTOM CODE STARTS HERE". Modifying code outside of these areas should be done with caution and with a deep understanding of how these changes may impact the EVM.


One thing might be helpful is to move set gas costs to one of the later steps, or right after step 3. Most people don't know how many reads or writes they'll do until after they implement their precompile function.
