Why do we need this improvement?

Lower barriers to start using the spec to describe the api

How will this change help?

Allows for quick and easy generation of spec files

How could it be implemented/designed?

when the tool is called based on the arguments it determines if the project is used to generate a file, a sample is written or a blank skeleton
