Users should not be able to modify resource permissions in the UI if defaults are set for a given identity and resource model

In the resource permissions UI a user can change permissions that are actually managed by default permissions. This can lead to users being confused because their changes do not persist. Further, it can result in the creation of permission records that are unnecessary because they are already satisfied by default permissions.
