Change 'PERMISSIONS_FRAMEWORKS' extension name to match directory name

We should either change the extension name from 'PERMISSIONS_FRAMEWORKS' to 'PERMISSIONS' or change the directory name to 'permissions_frameworks'. Making PERMISSION_FRAMEWORKS and permission_frameworks would be my preference, but regardless they should just match to be consistent with the other extension types:
