We've had a couple incidents detailed in #1036 and #962 where our current approach of pointing to a CircleCI build artifact for the bundled tooling has had some unexplained burps, preventing developers from downloading the bundle. We're planning to move this to something we control so at least whatever burps happen can be explained. 😆

This issue will remain open until the move is complete.

Status update: Tooling team is working on this, spurred by a note we got from Circle that starting at the end of April, they're only keeping 30 days worth of build archives. Can't imagine why 😆

This has shipped with 0.26.0. I also went back and updated the changelog to include direct links to releases mentioned, and downloaded old circle artifacts and put them on release tags for every version linked to by this library.
