PackageConfig testing of info_url

Should not PackageConfig check an info_url setting to make sure it's a valid and accessible URL?

Well, it might not be available at that point in time, but 5 seconds earlier it was, and 5 seconds later it will be again; Tatin cannot know that.

It must be left to the user.
