remove the [lookup_hashi_vault] INI section from the hashi_vault lookup options

The collection-wide INI section [hashi_vault_collection] was introduced to be shared among all plugins.

The former name, [lookup_hashi_vault] was kept for backward compatibility in the hashi_vault plugin itself (no other plugins existed when this change was made), and marked as deprecated for version 3.0.0.

All INI settings should use [hashi_vault_collection] instead (unless there are plugin-specific INI settings later on that warrant their own section).
