Parks buildable on all planet types

I couldn't see any notes in the change log or the readme, but parks are buildable on all planet types. This is a divergence from the base game where they were only buildable on earth and rocky types.
Is this intentional?

Parks weren't touched for over 12 years now so it was probably an oversight back then.
