Hopefully fixes a number of workflows i.e. pre-commit checks for forks, as well as generally fixing automatic updates for contributors and pre-commit dependencies.

Adds a button to the PR comment for resetting CI.

Unfortunately, it's rather difficult to test some of these without actually running them after merge, but I have done my best to do so on a fork.
