Static tooltip positions are occasionally misaligned

Subject of the issue

When using static tooltips ("_hasStaticTooltips": true), the position of the tooltips is sometimes initially off after page load. Resizing the browser window forces them to snap into the correct locations.

Note that the static tooltips are always broken when onscreen animations are used. This seems to only be part of the cause, though.
