TensorFlow e2e fails because it's not able to find a correct version of tensorflow-io-gcs-filesystem.

#2797 This PR which narrows down the Python version seems to be not enough.
Proposal
Make the e2e the same as in flwr where the
tensorflow-io-gcs-filesystem = "<0.35.0"is added to solve this problem.
