After 2.9 I can't click on the PlainTexts within a component

Describe the bug
PlainTexts no longer gain focus when clicking on them... I can tab to them to edit them, but cannot click on them. What has changed that would cause this behavior, and how do I correct it?

Expected behavior
Clicking on a PlainText puts the focus on it and allows editing

It appears this issue has to do with the z-index of .editor-block-list__layout .editor-block-list__block .editor-block-list__block-edit:before, which is 0, but if I set it to a negative number in the browser I can click on things normally again within the component...
