Describe the bug
The GitHub Pull Request template has an item for I've included developer documentation if appropriate. but it points to a page that is not found (https://developer.wordpress.org/block-editor/designers-developers/).

Chatting on the Making Slack, @chrisvanpatten has suggested that the page has actually moved up, to the root: https://developer.wordpress.org/block-editor/
