Why select(blockEditorStore).getBlocks(clientId) return empty array for block rendered in Editor > Templates > All Templates window

Hello, I have a simple nested inner block that causes it preview in Editor > Templates > All Templates window to show me empty or blank preview rectangles instead of page preview

Take a look at Design collapse in the Sidebar and Editor > Templates window, they are empty because all blocks are inserted inside this block as inner blocks:

Please help me

I'm sorry, but I don’t see any errors in my code, I assume that this is a bug in WordPress or Gutenberg, please help me
