Because we are currently working from disparate organization lists, we risk inconsistencies across systems and also have to update new organizations/changes in multiple places.

Done when

There is a central location for updating organization names and IDs, allowing for CRUD actions.

Additional context

We have discussed a REST API with JSON data, but we need to meet and discuss more, including what needs to be done to make it the authoritative list across projects and systems.
